Earl Wyatt

Earl C. Wyatt is the Director of Science and Technology at Eccalon LLC, responsible for identifying, developing, and demonstrating game-changing concepts and technologies that advance innovation for government and/or private sector clients. Prior to joining Eccalon, Mr. Wyatt was President of E. Wyatt & Associates Consulting, an executive management consultant firm providing strategic planning, management, and technical consulting services to major corporations, and small businesses. He was also an objective contributor to the body of knowledge and evidence supporting DoD’s digital engineering and computational prototyping environments to further enable agile and resilient manufacturing processes.

From May of 2013 until January of 2017, Mr. Wyatt served as the Deputy Assistant Secretary of Defense, Emerging Capability & Prototyping in the office of the Assistant Secretary of Defense for Research & Engineering. Worked closely with international partners, government labs, academia, and industry to informed acquisition policy, and advanced leading-edge technologies through the development of advanced concepts, and demonstrating developmental and operational prototypes.

From September 2009 until May 2013, Mr. Wyatt served as the Deputy Assistant Secretary of Defense, Rapid Fielding responsible for developing and fielding operational prototypes to satisfy urgent warfighting needs. He worked closely with interagency partners, academia, industry and governmental labs, to identify, develop and demonstrate multi-domain technologies and concepts that addressed high-priority DOD, Multi-Service and Combatant Command needs.

From December of 2003 until Sept 2009, Mr. Wyatt, a Science and Technology and Unmanned Systems Subject Matter Expert for Booz Allen Hamilton, was responsible for providing technical assistance to the Defense Advanced Research Projects Agency’s Tactical Technology and Strategic Technology Offices, and the Air Force Research Laboratory’s Air Vehicles, Sensors, Propulsion, and Material and Manufacturing Directorates. In that role he supported the development and demonstration of innovative concepts for advanced platforms, weapons, space systems, maritime operations, information assurance, and strategic and tactical networks for the Air Force, Army, Navy and Marine Corps.

From 1976 to 2003 Mr. Wyatt served in the United States Air Force, achieving the rank of Colonel, and Air Force Acquisition Professional Development Level III Program Manager. DARPA Unmanned Combat Air Vehicle (UCAV) Program Manager, responsible for integrating next generation stealth, robust communications, and adaptive control technologies for this revolutionary program. Col. Wyatt’s Air Force assignments also included: Aeronautical Systems Center’s (ASC) Director of Plans and Programs, responsible for strategic and developmental planning; F-16 Chief of Product Development, responsible for integration of Night Vision capability to enable 24-hour F-16 operations during the Kosovo conflict; Chief of F-16 International Programs; the Joint Strike Fighter’s (JSF) Manufacturing and Producibility IPT lead; and the B-2 Chief of Integration and Deputy for Production.
